How did the paving stone above the Torchwood Cardiff Hub form a perception filter?

EXPLANATION: Torchwood personnel can enter or leave without arousing suspicion, since the exit is still benefitting from the effects of the perception filter of a TARDIS that once stood above it.

It uses the paving stone the TARDIS was parked on during Boom Town, which left behind a residual "no one notices it" field.
